Unfortunately, no. The Iridescent Dragon was an exclusive Pet that was part of an annual upgrade promotion. It is not currently available for players to adopt in-game at Little Critters or Maya's Marvelous Menagerie. Similarly, it cannot be hatched via Pet Crystals.
